A dramatic pursuit across West Texas ended in gunfire Wednesday after a man fleeing a Border Patrol checkpoint allegedly opened fire on officers and civilian vehicles along Interstate 10.

Authorities identified the driver as 33-year-old James Douglas McMillan of Wisconsin. He was shot and killed after a high-speed chase that stretched nearly 70 miles east of El Paso.

What Triggered the Chase?

The incident began at the Sierra Blanca Border Patrol checkpoint, located about 90 miles east of El Paso. According to the Texas Department of Public Safety (DPS), a Border Patrol K-9 alerted to McMillan’s vehicle as he passed through the inspection lane.

When agents asked him to pull over for further inspection, McMillan allegedly accelerated away, sparking an intense pursuit involving ground units and a helicopter.

Gunfire on the Highway

During the chase along Interstate 10, authorities say McMillan began firing from his vehicle — targeting both law enforcement officers and civilian drivers.

Officers returned fire as the pursuit continued at high speed. DPS ultimately executed a tactical maneuver to force the suspect’s vehicle to crash roughly 70 miles from where the chase began.

After the crash, McMillan reportedly barricaded himself inside the vehicle.

“He eventually pointed his weapon toward officers,” DPS said in a statement. “Officers then discharged their weapons.”

McMillan was pronounced dead at the scene. Officials confirmed that no officers or civilians were injured during the exchange.

Multiple Agencies Involved

The pursuit included:

  • Texas State Troopers
  • U.S. Border Patrol agents
  • Culberson County Sheriff’s deputies

Authorities have not clarified which agency fired the fatal shot.

Initial investigations also indicate that the vehicle McMillan was driving may have been stolen from Arizona.

The case is now under investigation by the Texas Rangers, with assistance from federal authorities.

Witnesses Describe Chaos

Drivers traveling along Interstate 10 described a chaotic scene as law enforcement vehicles raced past at high speeds.

One witness said she saw multiple patrol vehicles weaving through traffic before later encountering stopped cars along the highway.

“We got out of our cars because we were trying to figure out what was happening,” she said. “Then we saw a flash grenade go off, heard a loud boom, and several gunshots. Everyone ran back to their vehicles.”

Video captured after the incident showed the suspect’s vehicle lodged in a roadside ditch with its doors and trunk open.

Checkpoint Security in Focus

The Sierra Blanca checkpoint is one of the busiest in the country, processing thousands of vehicles daily. Earlier this year, it installed a new semi-autonomous vehicle barrier system designed to prevent high-speed escapes.

It remains unclear whether that barrier system was activated or involved in Wednesday’s incident.

Public Safety Update

Officials have stated there is no ongoing threat to the public, though drivers were asked to avoid portions of Interstate 10 near Kent, Texas, while investigators remained on the scene.

The shooting comes amid heightened security concerns along border corridors, though authorities have not indicated whether immigration enforcement efforts directly played a role in this specific event.

The investigation remains active as officials work to determine the full sequence of events.
