PHILADELPHIA, Pennsylvania — A quiet evening in front of their home turned into a nightmare for two young siblings after a neighbor’s dog burst out of its house and attacked them on the street.
The incident happened around 6 p.m. on Wednesday, May 14, on the 3300 block of Water Street in North Philadelphia.
A 3-year-old boy and his 12-year-old sister were playing in front of their house when the dog suddenly ran out from a home across the street, according to Philadelphia Police Chief Inspector Scott Small.
The dog charged directly at the children and began biting them.
Mother Watched the Attack From the Porch
The children’s mother was sitting on the front porch when it happened. She saw everything.
When officers arrived at the scene, they found both siblings conscious.
The 3-year-old had been bitten on his arm and leg. His 12-year-old sister suffered bites to her face and arm.
Both children were transported to a nearby hospital and placed in stable condition, officials confirmed.
Dog Returned Home After the Attack
After attacking the siblings, the dog ran back across the street and into its own house.
Animal control officers arrived and placed the dog in a cage. The owner is currently being questioned by animal control, according to police.
Dog Attacks on Children Are a Serious and Growing Concern
This incident is a reminder of how fast a dog attack can happen — even in front of your own home.
Children are among the most vulnerable victims in dog attacks. The American Veterinary Medical Association reports that children are far more likely than adults to be severely injured in such incidents, largely because of their small size and their tendency to be at eye level with larger dogs.
Experts consistently advise that even dogs that appear calm can act unpredictably when they feel startled or territorial — and that unsupervised access to the street is one of the most common factors in attacks on children.
What Parents and Neighbors Should Know
If you live in a neighborhood where dogs roam freely or have previously shown aggressive behavior, here are steps safety experts recommend:
- Report loose or aggressive dogs to animal control before an incident occurs
- Teach children not to approach unfamiliar dogs, even ones they have seen before
- If a dog charges, stand still and avoid eye contact rather than running
- Call 911 immediately after any dog attack — even if injuries appear minor
Investigation Is Ongoing
Police and animal control are continuing to investigate the attack on Water Street.
No charges have been announced yet, but dog owners in Pennsylvania can face criminal liability if their animal has a known history of aggression.
The children’s family has not yet made a public statement.
