Parents accused of forcing 3-year-old to live in car seat behind home, child found in severe condition

Idaho Falls, Idaho — A disturbing child neglect case out of Idaho Falls has led to felony charges against two parents after authorities say their 3-year-old son was forced to spend much of his time confined in a car seat inside an abandoned vehicle behind their home.

According to police, the situation came to light on January 29 when the Idaho Department of Health and Welfare alerted officers following an investigation into the family’s living conditions. When authorities arrived at the residence, they were told by the parents that their young son was “in the car.”

Officers then located the child inside a vehicle parked behind the home. He was reportedly strapped into a car seat, wearing a soaked T-shirt and a deteriorating diaper that investigators believe had not been changed for an extended period. Police said the child showed signs of severe rashes on his groin and thighs, consistent with prolonged exposure to moisture and lack of hygiene.

Alleged daily routine raised serious concerns

Court documents indicate that the parents, identified as Jessica Blair and Joshua Foster, allegedly made it part of their daily routine to place the toddler in the car seat inside the vehicle. Authorities also reported seeing an extension cord running from the home to the car, powering a space heater placed near the child.

Investigators further noted that a dog was seen stepping on the child inside the vehicle, raising additional safety concerns.

Home conditions described as unsafe and unsanitary

When officers entered the home, they described what they found as extremely unsanitary and unsafe living conditions. Reports detail large amounts of feces, urine, trash, and rotting food throughout the residence, along with bug infestations and layers of dirt.

The child’s bedroom was reportedly unusable, having been converted into a space occupied by multiple animals. Police said the room contained animal waste and bedding, making it unfit for a child to live in.

Authorities later confirmed that dozens of animals were present in the home, and records show that at least 33 animals have previously been removed from the couple in past incidents.

Child removed, follow-up visit revealed worsening conditions

The child was taken into protective custody by welfare officials shortly after the initial discovery. However, when investigators returned weeks later to check if conditions had improved, they reported that the situation had worsened.

Police said more waste was found on the floors, additional animals were present, and the home reportedly had no electricity at the time of the second visit.

Charges filed, court hearing scheduled

Blair and Foster are now facing felony charges related to injury to a child, along with additional charges tied to alleged animal cruelty. Authorities confirmed that both are scheduled to appear in court for a preliminary hearing on May 1.

Officials have not released further details about the child’s current condition, but the case has raised serious concerns about child welfare and the importance of timely intervention.

Investigations remain ongoing as authorities continue to review evidence and determine the full scope of the situation.
