Monticello, Kentucky — A disturbing child welfare case is unfolding in southern Kentucky, where authorities say a 28-year-old mother has been arrested after allegedly using duct tape to cover her children’s mouths and noses as a form of punishment.
According to the Wayne County Sheriff’s Office, deputies responded around 3:20 p.m. Tuesday to a 911 call reporting a woman “screaming” and “yanking on a child” in the parking lot behind the Wayne County Justice Center in Monticello.
What Happened at the Scene
When officers arrived, the woman — identified as Anna Bencosme — was attempting to leave the area in her vehicle. Tim Catron and deputies conducted a traffic stop shortly after.
Inside the vehicle, deputies found four children. Authorities say two of them had duct tape placed across their mouths and nose areas. Officers immediately removed the tape and ensured the children could breathe safely.
Allegations and Charges
Investigators said the mother admitted to using this method of punishment repeatedly when the children were being loud or difficult. She reportedly told officers she believed she had the right to discipline her children in that manner.
As a result, she now faces multiple serious charges, including:
- Two counts of first-degree strangulation (domestic violence-related)
- Two counts of endangering the welfare of a minor
- Two counts of first-degree wanton endangerment
She was taken into custody and booked into the Wayne County Detention Center with a bond set at $10,000.
Children’s Safety and Ongoing Investigation
Following the incident, officials confirmed the children were placed in the custody of their father. Child protection authorities have also been notified and are conducting a broader review of the children’s well-being.
The sheriff’s office noted that the investigation remains ongoing, and additional details may emerge as authorities continue to examine the situation.

Cases involving potential harm to children often leave communities shaken, and this incident is no exception. The fact that the alleged actions occurred in a public setting — near a courthouse — has raised further concern among residents.
