A routine investigation into illegal deer hunting in Annapolis took a serious turn after authorities uncovered a large number of suspected explosive devices inside a residential property, leading to the arrest of a 37-year-old man now facing dozens of felony charges.
According to officials, the incident centers around Lee Scott Wygal Ralston, who has been charged with 32 counts of manufacturing destructive devices and 32 counts of possessing destructive devices. The arrest follows a search conducted on April 14 at a home located in the 1200 block of Black Walnut Lane.
What Happened
The case began as a wildlife violation investigation. Police say Ralston was suspected of illegally hunting deer at night and from a roadway—both prohibited under Maryland law. As officers continued their inquiry, they obtained a search warrant for his residence.
During the search, authorities reported discovering a “significant number” of suspected explosive devices inside the home. The situation quickly escalated from a hunting violation to a major public safety concern.
Explosive Materials and Weapons Found
Investigators stated that the devices varied in size and complexity. Some reportedly contained BBs, increasing their potential to cause harm. Others were designed for remote detonation, while several included homemade flash powder.
In addition to the explosive devices, law enforcement officials also seized multiple weapons, suppressors, and ammunition from the property. The presence of such materials raised serious concerns about safety risks in the neighborhood.

The investigation and arrest involved coordination between multiple agencies, including the Anne Arundel County Fire Department, the Office of the Fire Marshal, the Fire/Arson and Explosives Investigative Bureau, and the Maryland Natural Resources Police.
Officials emphasized that handling and securing the devices required specialized expertise due to their unpredictable nature.
