Two Dead, Including Teen Student, After Boats Overturn During Japan School Excursion

A tragic accident during a school excursion off the coast of Japan has claimed the lives of a 17-year-old student and a boat captain after two vessels overturned in rough waters.

The incident occurred on the morning of March 16 near Henoko, a coastal area in Okinawa linked to the ongoing relocation of a U.S. military base. A total of 21 people — including 18 high school students — were on board the two boats when they capsized around 10:12 a.m. local time.

The students, from Doshisha International Senior High School in Kyoto, were participating in a peace education trip when the accident happened. All passengers were thrown into the sea following the sudden overturning of the vessels.

Authorities later confirmed that 17-year-old Tomoka Takeishi and 71-year-old Hajime Kanai, a captain of one of the boats, lost their lives. Four individuals, including the two victims, were transported to nearby hospitals with injuries. The conditions of the surviving passengers have not been publicly detailed.

Preliminary findings suggest that one boat initially capsized in choppy waters. The second vessel reportedly sank while attempting to assist those who had fallen overboard. A high surf advisory had been issued for the Nago coastal region earlier that day, indicating hazardous sea conditions.

School officials expressed deep sorrow over the loss. Vice Principal Ichiro Futamata described the event as profoundly heartbreaking, particularly as it involved the death of a young student during an educational trip intended to promote peace and awareness.

The students had been observing construction activities related to the relocation of the U.S. Marine Corps Air Station Futenma from Ginowan to Henoko — a project that has sparked long-standing debate among local residents. While the Japanese government supports the relocation, it has faced continued opposition from many in Okinawa.

An investigation is underway to determine the exact sequence of events and whether weather conditions played a decisive role in the tragedy. Authorities are also reviewing safety measures and operational decisions made prior to the excursion.

The incident has left the school community and families grieving as officials work to provide support and clarity in the aftermath of the disaster.
