17 Indicted in Massive Meth Distribution Crackdown Across Sacramento Region

A sweeping narcotics investigation in Northern California has led to criminal charges against 17 individuals accused of operating a large-scale drug trafficking network that allegedly moved hundreds of pounds of methamphetamine every month throughout the Greater Sacramento area.

According to prosecutors in Placer County, the defendants face multiple felony charges, including conspiracy and transportation of controlled substances for sale. The case follows an extensive eight-month investigation dubbed “Operation Meltdown,” spearheaded by the Placer County Sheriff’s Office.

Investigation Began With Undercover Purchase

Authorities say the probe started in July 2025 when an undercover detective bought several pounds of methamphetamine from a suspected dealer in North Auburn. That transaction reportedly opened the door to a broader investigation, as detectives began identifying what they described as a coordinated trafficking operation primarily based in Sacramento but supplying narcotics into Placer County.

Over time, investigators allege the organization was distributing nearly 500 pounds of methamphetamine each month across Sacramento and Placer counties.

Multi-Agency Enforcement Sweep

On March 12, nearly two dozen law enforcement agencies carried out coordinated search and arrest warrants at 25 different locations in both counties. The large-scale operation resulted in numerous arrests and the booking of suspects into the Placer County Jail.

Officials say the coordinated action was the culmination of months of surveillance, undercover operations, and intelligence gathering.

Large Drug and Weapons Seizure

During the enforcement sweep, authorities reported seizing:

  • 65 pounds of methamphetamine
  • More than 7 kilograms of cocaine
  • Approximately half a pound of MDMA
  • 26 firearms
  • Over $100,000 in cash
  • Equipment described as a DMT production lab

Investigators also allege that certain individuals involved in the network may have ties to a Mexican drug trafficking organization and Sacramento-area gangs engaged in drug and firearms trafficking.

Defendants and Court Proceedings

Those charged include Esteban Ortega (39), Loc Dinh (33), Robert Stewart (61), Junior Mai (27), Alejandro Herrera (41), Kevin Berry (51), Laeilia Leffler (42), Michael Elliot (41), Julian Montano (32), Joe Saetern (28), Shawnray Shermer (35), Theodore St. Andre (41), Thomas Wood (55), Don Wedgeworth (82), Carl Spinella (55), Joshua Seaphanh (19), and Jennifer Lowry (46).

All 17 defendants have appeared in court and entered not guilty pleas. The case remains ongoing as prosecutors prepare for further proceedings.

Law enforcement officials describe the investigation as one of the largest drug trafficking crackdowns in the region in recent years, underscoring ongoing efforts to disrupt large-scale narcotics distribution networks operating in Northern California.
